Its general goal is to compare the explicit citations from Isaiah with the allusions to Isaiah in 1 Peter in order to show the theological weight of the allusions in comparison with that of the citations. Accordingly Chapter 1 develops a conceptual framework for the use of the Old Testament in the New Testament. This chapter explains the use of the Old Testament in the New Testament focusing on how 1 Peter uses Isaiah. Positions of various scholars on the context and the sources of the citations from the Old Testament and the allusions to the Old Testament are summarized. There are some concepts, which are defined, such as explicit citation and allusion, and the criteria to identify and classify them. Finally, the methodology used to compare the theological weight of quotations and allusions is explained. Three criteria are proposed to determine the theological weight of a quotation or allusion. A comparison of theological weight between quotations from Isaiah and allusions to Isaiah in 1 Peter 1:13-2:10 in Chapter 2 discloses one result: The allusions have equal or greater theological weight than the citations. The comparison of citations and allusions in 1 Peter 2:11-5:11 in Chapter 3 shows a different result: a citation has equal or greater theological weight than an allusion. The investigation also concludes that 1 Peter takes into account the context in the use of Isaiah. With regard to the sources, the use of the Septuagint is evident, but there are cases where 1 Peter follows the Masoretic Text more closely than the Septuagint.
